Y.B Tuan Dr. Shuib bin Saedin was born on 12 January 1957 in Kota Kuala Muda, Kedah. He received his primary education at Sekolah Kebangsaan Haji Kudong. Later he studied at Sekolah Menengah Tikam Batu, Sungai Petani and Sekolah Menengah Alam Shah, Kuala Lumpur. He is graduated from Universiti Kebangsaan Malaysia (UKM).

In recognition of his services to society, he was bestowed the Bintang Kebaktian Masyarakat (B.K.M).
