Y.B Md. Rozai bin Shafian was born on 12 March 1955 at Kota Sarang Semut, Alor Star. He received his early education at Sekolah Kebangsaan Bukit Choras, Kota Sarang Semut and later continued his secondary education at Sekolah Menengah Pendang until 1973. Later he studied at Sultan Abdul Hamid College, Alor Star and passed his Higher School Certificate in 1975. During his school days, he activiley participated in a lot of social associations. He graduated with a Bachelor's Degree from University of Malaya in 1979 and Diploma in Public Administration from INTAN in 1980.
